Infrastructure Subcommittee

This subcommittee is examining:

  • the relationship between infrastructure and economic development;
  • how decisions about infrastructure provision are made;
  • how infrastructure is and could be financed.

The subcommittee will consider all aspects of infrastructure, including electricity, natural gas, water and waste management, transportation and community amenities.

Employment Subcommittee

This subcommittee is examining:

  • the relationship between employment and economic development;
  • potential strategies that could be employed to increase rural employment;
  • the elements of strong employee / employer relationships; and,
  • how educational programs mesh with the needs of the job market.

Business Development Subcommittee

This subcommittee is examining:

  • the relationship between business capitalization and business success;
  • government programs and services available to entrepreneurs and potential entrepreneurs;
  • services required by entrepreneurs; and,
  • key attributes of successful business leaders.

Crown Land Subcommittee

This subcommittee is examining:

  • the relationship between public land ownership and economic development; and,
  • the potential for provincial crown lands to be used to attract immigration;

AGRICULTURE SUBCOMMITTEE

This subcommittee examined the agricultural industry in rural Saskatchewan, including trends, opportunities, and recommendations to government.

This subcommittee investigated the agri-value sector in rural Saskatchewan. the final report includes several recommendations designed to facilitate growth in Saskatchewan's value-added sector.

COMMUNITY IN EVOLUTION SUBCOMMITTEE
This subcommittee was mandated to develop strategies that would ensure strong, sustainable, vibrant rural communities. After consultations, surveys, and research on community trends, the subcommittee developed several recommendations and concluded that "Rural Saskatchewan cannot prosper without addressing a community's economic, environmental and social needs in unison."

FARM STRUCTURE / FARM INCOME SUBCOMMITTEE
This subcommittee was asked to examine current trends in farm structure / farm income and the underlying forces, and to identify policies which would help the industry meet its long term goals. The subcommittee's final report makes a number of recommendations on the programs, policies, and services that governments should pursue in an attempt to shape the future for a sound agricultural industry in this province.

This subcommittee reviewed and made recommendations in the areas of oil and gas, mining, forestry, Crown land, land, water, and electricity.

RURAL MANUFACTURING AND CONSTRUCTION SUBCOMMITTEE
This subcommittee examined the non-agricultural construction and manufacturing industries located outside of Regina and Saskatoon. They worked to identify opportunities and strengths in rural Saskatchewan and make recommendations that would facilitate and encourage economic development through the establishment and retention of these enterprises.

RURAL SERVICE SECTOR SUBCOMMITTEE
The mandate of this subcommittee was to examine the service-producing sector in rural Saskatchewan - both private and public. The subcommittee developed recommendations pertaining to utilities, transportation, communications, finance, insurance, real estate, retail and wholesale trade, government services, health and education services, tourism, accommodation and food services, and services to businesses, dwellings and people.

This subcommittee looked at federal and provincial programs that may impact on rural Saskatchewan. The subcommittee noted that economic development in rural Saskatchewan must move from a focus on primary resources to a focus on people.
